HART was founded as Baroness Cox’s answer to a development sector that was failing the people it aimed to serve. She recognized that in crisis situations where no other help is available, people need both immediate practical resources such as food, shelter and education, and to make their circumsatnces known internationally in order to trigger long-term change.
HART is unique in the nature of its work, delivering emergency relief, development aid and advocacy. The three components work in tandem to address the root causes of injustice as well as removing impediments to truly sustainable change.
HART goes to places where other won’t go; where raising or accessing external funding and other forms of support is considered too small to be of interest to the larger aid agencies and where the plight of the people and their communities fails to attract the attention of the international media.

“HART is not just ‘another aid organisation’. We are distinctive in that we combine aid with advocacy, working for peoples suffering from oppression, exploitation and persecution who are generally not served by major aid organisations and are off the radar screen of international media” Caroline (Baroness) Cox
